Action A2.2 Review on obstacles that might inhibit the integration of key innovative knowledge, tools and practices in the planning process.

Description: The transfer of knowledge concerning the integration of the risk of fire in territory planning has to take into account several challenges such as, for example, the inclusion, within the discussion and decision-making process, of new actors and institutions which do not have a direct relationship with the problematic (e.g. urban planners, territory planners). Normally, fire risk management tools are not designed to be applied directly by the managers of the territory. At local community level, a partial perception of the risk can determine the cooperation capacity in self-protection tasks. The legal framework needs to be revised regularly to incorporate the transversal dimension of fire risk management. In this action the social, technical, organizational and legal obstacles that hinder the integration of innovative fire risk management tools within the process of territory planning will be identified. Attention will as well be paid to analyses the emotional barriers that influence cognitive decision making for fire management. . The study will be carried out in a comparative manner between the three countries involved, including other international references in order to ensure a comprehensive European approach.
Expected results: Report on challenges and opportunities for the integration of key innovative knowledge, tools and practices in the planning process.
